At its core was the 1935 General Plan for the Reconstruction of Moscow but the book was a study of planning in the Soviet rather than the Western sense. Thus it covered many aspects of the city’s social and economic life including industry and finance, education and housing production as well as governance and town planning. Much first hand detail is included, based on the visit and the authors’ meetings with Soviet officials and citizens that illustrate various points, usually in praise. The book made a significant contribution towards the growing arguments in 1930s Britain and other parts of the Anglophone world for a bolder, more comprehensive and more state-led approach to planning. In turn these arguments had an important impact in shaping the policies adopted in the 1940s.

Download Soviet Decision Making In Practice books, The Soviet Union executed an apparent about-face in its traditional anti-Zionist position when the Palestine issue came before the United Nations in 1947. In addition to political support at the UN from May 1947 to May 1949, important military assistance was rendered to the Jewish Palestinian Yishuv throughout 1948 by the Eastern bloc. Toward the end of that year, however, indications of change became apparent, and the Soviet Union began criticizing Israel. This book studies the USSR's attitude toward the establishment of a Jewish state in Palestine in the immediate post-World War II period and toward Israel in the first years of its existence, and it investigates the complex of considerations that caused the initial apparent reversal of traditional Soviet anti-Zionism. The author contends that this support for Israel contributed considerably to the evoking of Soviet Jewry's enthusiastic reaction to the establishment of the State. But this very reaction resulted in turn in Moscow changing its tactics again, since it could not allow its Jewish citizens to identify with a state outside the Soviet Union and the Communist orbit. During the few years after the Israeli War for Independence, in which the Arab-Israeli conflict was relatively low key, the USSR adopted a position of seeming neutrality between two sides--while quietly wooing the Arab nations. Ro'i examines how toward the end of the Stalin period the Jewish problem again intervened with the infamous' 'Doctor's Plot," and how early in 1953 the Soviet Union severed diplomatic relations with Israel. One year later the USSR cast its first two pro-Arab vetoes in the UN Security Council, and from this point on Soviet-Israeli relations openly became a function of the increasingly cordial Soviet friendship with the Arab world.

Moreover, the fighting continued after 1945 with the anti-Soviet insurrection, crushed through mass deportations and forced collectivization in 1948-1951. At no point, however, did the process of national consolidation take a pause, making Lithuania an improbably representative case study of successful nation-building in this troubled region. As postwar reconstruction gained pace, ethnic Lithuanians from the countryside – the only community to remain after the war in significant numbers – were mobilized to work in the cities. They streamed into factory and university alike, creating a modern urban society, with new elites who had a surprising degree of freedom to promote national culture. This book describes how the national cultural elites constructed a Soviet Lithuanian identity against a backdrop of forced modernization in the fifties and sixties, and how they subsequently took it apart by evoking the memory of traumatic displacement in the seventies and eighties, later emerging as prominent leaders of the popular movement against Soviet rule.
