Developing countries are currently greatly involved in the WTO process and seek active participation in this round. In relation to least developed countries in Africa, and with Ethiopia as country for a case study, the present paper argues that the Agreement on Agriculture, part of the Uruguay Round, has put a system of basic mechanisms into place but not led to significant agricultural trade liberalization. At the same time, a new host of issues have emerged that relate directly or indirectly to food and agriculture. The report highlights the various interactions between these subjects from the perspective of Ethiopia.

But to the extent that they can present a common front and identify issues on which they can achieve gains, they will be better placed to help shape negotiations rather than react to them. The Uruguay Round agreements established the World Trade Organization (WTO), overhauled and strengthened the GATT rules on trade in goods, and added rules on trade in services and intellectual property. Individual countries made wide-ranging commitments to liberalize trade policies. A new round of multilateral trade negotiatons may be launched in the year 2000 or soon after. Croome reviews the probable agenda for these negotiations and reactions thereto. Agriculture is a certainty for negotiations, with agricultural exporters insisting on liberalized markets. Net food importers fear such reforms will increase food costs and endanger food security. Trade in services is certain to be on the agenda, but some developing countries see little to gain in this area, unless their workers gain opportunities to provide services in other countries. Many developing countries could benefit from further negotiations on tariffs. Developing countries are determined to avoid opening up the Uruguay Round agreement on textiles and clothing. They also fear that any WTO agreement on environmental issues will provide excuses to increase barriers on their exports. They all oppose WTO discussion of labor standards. They are divided about whether to reach an agreement on investment but tend to favor seeking an agreement on competition issues. Developing countries' attitudes toward further WTO negotiations are divided; they tend to be negative, but may be shifting toward support. Small and underdeveloped countries are unenthusiastic because they cannot participate effectively in negotiations in Geneva and are distracted by upcoming negotiations with the European Union. Many developing countries feel their levels of commitment are already heavy, they need more time to absorb the consequences of their commitments, and it would be counterproductive to rush into another round of negotiations. They argue that industrial countries have yet to deliver on liberalization important to their trade. Countries that favor negotiations favor a broad agenda for negotiations because they have relatively wide trade interests, best served by a single negotiation that offers something for all participants and allows tradeoffs. Download Negotiating Agricultural Trade In A New Policy Environment books, The challenges to meeting the growing global food demand—population and income growth and supply uncertainties complicated by climate change, environmental pressures, and water scarcity—all point to the increasing importance of trade and the need for a more, not less, open trading system. Growth in agricultural trade has been facilitated in part through the rules-based system established under the World Trade Organization (WTO), particularly the Uruguay Round Agreement on Agriculture (AoA). The AoA was implemented in 1995 and brought substantial discipline to the areas of market access, domestic support, and export competition. However, progress since the Uruguay Round has been limited. While the Doha Development Agenda (DDA) was launched with much anticipation in 2001, members failed to reach agreement in July 2008 and the trade agenda in Geneva has since advanced slowly. Despite the best efforts of many, the negotiating intensity seen in late 2007 and 2008 has largely dissipated, in part due to the global recession and the inevitable changes in governments that sometime shift the focus of negotiations. Serious efforts were made to renew the negotiations, but in the end, members have had to be content with harvesting the low-hanging fruit, such as trade facilitation and export competition. Although there have been significant accomplishments, they represent but a small portion of what was on the table during the DDA negotiations. In addition, negotiated settlements on the tougher issues, such as market access and domestic support, have become more difficult to obtain in isolation. The recent experience at the WTO’s Eleventh Ministerial Conference in Buenos Aires highlights the difficulties of reaching a negotiated settlement on domestic support in isolation from, say, market access. Given the increasing importance of trade in addressing food security needs and its critical role in efforts to eliminate malnutrition and hunger by 2030, achieving further progress in the liberalization of world trade is of paramount importance.

Negotiations between the developing coalitions and developed countries began during the September 2003 Cancun Ministerial Conference. Since the Doha talks began, the number of such agreements has doubled to over two hundred worldwide, as of 2011.1 As a result of stalled ten year negotiations, political will and support for a strong multilateral deal has eroded. The United States and the European Union have aggressively pursued the majority of regional and bilateral trade agreements. These agreements exclude the vast majority of developing nations. A multilateral deal would have a greater contribution to global economic growth, especially in regards to developing nations, than any existing regional agreement.The Doha Round trade talks is the longest continuous trade negotiation in WTO history. Among the twenty one subjects of the Doha agreement is the Agreement on Agriculture. The agriculture industry accounts for significant financial gains to developing nation's economies. Representatives of developing nations have persistently worked towards an agreement because ultimately the cost of no agreement would be high and have greater consequences than a stalemate. 2 The WTO is one of the most recognized international institutions throughout the world. Its members represent the disparate parts of the international community and bring them together under a common goal: A multilateral agriculture framework that benefits all members. The Doha Round is focused on the international trade of agriculture, an industry that every country relies on to supply food to its people and contributes to the economy. The fact that there is yet to be a multilateral agriculture agreement demonstrates the complexity of the issues and how crucial agriculture is to national and international economies.The only way to move forward is to operate under a new formula that addresses problems within market access, special treatment, the "single-undertaking" and the Singapore Issues. In this study, I examine the negotiation dynamics between three developing country coalitions, the Cotton-4, the G-33 and the G-90, and two developed countries, the United States and the European Union in the four issue-areas mentioned above. My hypothesis states that if and only if the three developing country coalitions and the two developed countries offer specific adjustments to the WTO agenda will there be a successful outcome to the negotiations. Putnam's theory of ratification and two-level games is applied to identify these specific concessions that maximize win-sets.Twelve years later, the Doha agreement is still on the table. The differences in interest have been vast and negotiations have been long. So why, even after the many years of disagreement that's led to an inability to collaborate interests between developed and developing nations, should Doha continue to be negotiated? At the 2008 address to the General Council in Geneva, former WTO Director-General Lamy stated ""looking at what is on the table now, members believe that the Doha round is still worth fighting for.""
